Final
Project: Government of a Colony with a Thousand People
The government of
a colony of more than a thousand people would be
different from a 100-person colony and a government on
earth. A government of a 1000 person colony has to be a
good mix of a smaller crew and a government on earth.
The government of a colony is important no matter the
size, because it is what runs everything and make sure
everything gets done that needs to get done. The type of
government is very important because it decides if the
people under that government have rights of freedom or
use, freedom of speech/expression, freedom of a job,
freedom of and from religion, etc. A government, no
matter the size, has to follow a certain set of rules
that it provides and ways to change and add to these
rules. A government also has to make sure its people are
taken care of. Following is my design for a government
for colony of a thousand or more people that will grow
on another planet or in space.
Colony Structure
- The government of the colony is a combination of
communism, democracy, and socialism. The procedure and
the way of carrying out the procedure are basically
modeled on the American form of Democracy with the three
branches of government. There are three councils one for
each of the branches of the government, Executive,
Legislative, and Judicial. Six advisers that know a good
amount about their certain fields of work advise these
councils. The Advisors are the Technology-adviser,
Science-adviser, Education-adviser, Business-adviser,
Health-adviser, and Service-Advisor. (Service adviser is
involved with Police and Firemen). These Advisors
are employed by the state not by the leaders.
A. The Three
Councils
1.) The Council
of Seven - The Executive branch. - One person is the
First-councilman who is like a president or prime
minister. The Second-councilmen is like the vice
president. All of these councilmen have one vote in a
voting situation. This council finds ways to enforce the
laws made by the Council of one hundred and the
constitution of the government. This council can
veto any decision from the council of one hundred with a
majority vote of 6/7ths. This council's main job is to
enforce all the laws in the government. Can also pardon
any body or anything the Judicial Council decides is
doing wrong with enough evidence. The term for a
councilman of the executive council is 5 years.
2.) The Council
of Thirteen - The Judicial branch. This council's main
job is to declare all laws just or wrong and to find and
declare justice. This includes holding trials against
people/corporations/others accused of doing something
wrong which a jury of 15 citizens that decide if the
person/corporation/other is guilty or not. Their mantra
of course is innocent until proven guilty. Can declare
any law unjust and veto it with 9/13 ratio. When the
colony becomes larger the Council of 13 will be like the
Supreme Court, and their will be other similar councils
of thirteen for the smaller "provinces or
areas" The term for a councilmen in this council is
life. This is so they will not try doing things to make
them more popular instead of doing things that are just.
3.) The council
of One-Hundred - the legislative branch. In charge of
making and ratifying laws. This council has the power to
veto the Executive Council's decision with a
75/100-majority ratio. The Term for a member of the
legislative council is five years.
B. The Citizen
System
To be able to
participate in government elections, and have certain
other privileges, you have to be a Full-Class Citizen.
To become a First Class Citizen you have to have a
complete high school graduation or it's equivalent, and
pursuing further education or pursuing a career.
Students in High School are considered Half-Class
citizens and have some of the privileges of a full class
citizen. Only Full class citizen's can participate in
elections for the leaders. If a Full Class citizen does
not have a job for more than a year they become a
Second-class citizen unless they have retired. Second
class citizens can become First Class Citizens by
obtaining a high school diploma or it's equivalent and
having a job or pursuing a career or pursuing an
education for more than 6 months.
C. Miscellaneous
1.) Taxes -
Everybody is taxed 5 percent of their income to support
the government.
2.) Political
Parties - There are no political parties in this system,
it's everybody for themselves.
3.) Lobbying -
Giving the councilmen money or doing certain favors for
them to get certain things done is illegal and both
parties and anyone who is found guilty of having the
knowledge will be punished.
